Governor’s Street Chambers was established in April 2006.  Head of Chambers is Stephen ffrench Davis, currently the sole resident practitioner at Governor’s Street Chambers. An Irish barrister originally, he came to practice in Gibraltar in 1997. A native English speaker, he is a also fluent in Spanish and French with conversational Italian.

Stephen joined Ampleforth College, York in 1980 with an Exhibition. He later studied Law at Trinity College Dublin and the Universidad de Salamanca, where he studied Roman law, Private International Law and Spanish Merchant Law, graduating with First Class Honours.

After spending an internship with Jaques & Lewis Solicitors in the Isle of Man, working primarily on trust and company matters and pursuing a lengthy fraud investigation, Stephen went to work in Hong Kong for a private trust company. He returned to Europe in 1993 and studied at King's Inns in Dublin where he was the only person in his year to achieve a First in Advocacy.

Stephen was called to the Irish Bar in 1995 and in Gibraltr in 1997.

Stephen has been in continuous practice in Gibraltar since 1997, moving to 12 Governor's Street in 2006.
